The Community Asset Transfer (CAT) programme is helping communities in Wales to take charge of buildings and other assets from public-sector organisations and to ensure that those projects make a lasting difference. BIG delivering the programme, which we jointly fund with the Welsh Government.

Significantly, the CAT programme offers both capital funding (to support the transfer and refurbishment of assets) and revenue funding (to cover early running costs).

We have commissioned CMI International who are working in partnership with Rocket Science to evaluate the programme. The evaluation will consider the difference that the programme makes to communities and other interested parties and ultimately whether the programme has offered good value for money.

The evaluation has been divided into four phases:

1. A process evaluation, which reviews the rationale for the programme, the approach to delivery we have adopted and how effective the partnership between BIG and the Welsh Government has been.
2. An interim evaluation in 2013, which will look at demand for the programme, the types of assets transferred, how far communities have been engaged and progress towards outcomes.
3. An end-of-programme evaluation in 2016, which will consider how far projects and the programme as a whole have met their aims and outcomes.
4. A post-programme evaluation in 2018, which will follow up progress two years after our funding ends.
